RunConfig

One arm as a full run configuration. RunConfig.reproduction holds the Dockerfile, run.sh and manifest of a local arm; a CI arm has none and is carried out as a workflow variant from edits. RunConfig.edited lists, per intervention id, the paths it changed; RunConfig.extras and RunConfig.files hold what has no capsule path (workspace files, workflow steps). Nothing here runs docker.
